4.1 Scope of Chapter 4
Obligations of Trading Participants
Requirements for installation, use, and security of meters
Manner in which metering data is to be used and managed
Method of deregistration of Metering Services Providers
Manner in which metering databases are to be managed
Manner in which new technologies are to be adopted
This chapter applies to Customers, Generation Companies, Metering Services Providers, and all WESM Members — but does NOT apply to Retail Customers directly connected to distribution systems.

4.3 Obligations of Trading Participants
Before Participating in the Spot Market
Each assigned market trading node must have a metering installation
Each metering installation must be installed per Chapter 4, Grid Code & Distribution Code
Each metering installation must be registered with the Market Operator
Market Operator may REFUSE participation if metering installation is non-compliant
Market Operator shall promptly advise the ERC of any refusal
Electing a Metering Services Provider (MSP)
Trading Participant must elect an MSP to arrange provision, installation, testing & maintenance
Must enter into an agreement with the MSP
Must provide Market Operator with metering installation details (Appendix B2) within 10 business days
Ensure installations are properly installed, calibrated & maintained. Accuracy must comply with the Grid Code & Distribution Code.

4.4 Registration of Metering Services Providers
Who is an MSP?
Authorized by the ERC to provide metering services
Registered with the Market Operator
Must have qualifications & adhere to performance standards per relevant Market Manual
Who CANNOT be an MSP?
A Generation Company or Customer involved in energy trading CANNOT register as an MSP for any market trading node assigned to it
A Trading Participant that is also a Customer & Network Service Provider may register as MSP only for connection points it does NOT own
Transitional Rule
TRANSCO shall initially provide MSP services
Other entities may also do so provided they meet Chapter 4 requirements
If only one MSP is registered at transmission level, it may serve on an interim basis until another MSP is authorized
All MSPs must be capable of sending meter data in the required format of the Market Operator and must have their own Meter Data Retrieval System.

4.5 Metering Installation
Components Required (4.5.1)
Accurate per Grid Code & Distribution Code
Facilities to transmit data to metering database
Visible or accessible display of metering data
Secure housing
Electronic data recording facilities
Capability to register bi-directional active energy flows
Internal/external data logger — stores data for at least 60 days; 48-hr backup on power failure
Active energy meter (and reactive energy meter if required)
Location (4.5.2)
Metering point must be as close as practicable to the market trading node
Metering equipment must be installed no more than 500 meters from the connection point
Must be accessible to the MSP at all times
Meter Accuracy (4.5.3)
Class and accuracy requirements determined by PEM Board per Grid Code
Based on annual amount of active energy passing through the metering point

4.5 Security & Performance of Metering Installations
Security of Equipment (4.5.5)
MSP must protect metering installation from unauthorized interference
If interference is suspected: MSP must test the installation immediately
If tampering is found: all affected participants AND PEM Board must be notified as soon as possible
PEM Audit Committee shall conduct periodic security reviews
Security of Metering Data (4.5.6)
MSP must protect data held in metering installation from local or remote electronic access/manipulation
Suitable security electronic access controls required (including passwords if required by Market Operator)
Performance Standards (4.5.7 & 4.5.8)
Data transmission availability: at least 99% per annum
If malfunction occurs: repairs must be made within 2 business days
WESM Participant must advise Market Operator within 3 hours of detecting a defect
All clocks must be referenced to Philippines Standard Time
Metering database time: accuracy of ±5 seconds of Philippine Standard Time

4.6 Metering Data
Changes to Metering Data (4.6.1)
The MSP shall NOT make, cause, or allow any alteration to the original stored data in a metering installation.
The MSP shall also use reasonable endeavors to ensure no other person does the same.
Data Transfer and Collection (4.6.2)
The contracted MSP retrieves metering data from the meter and transmits it to the Market Operator for billing and settlement
MSPs must have their own Meter Data Retrieval System compatible with the MO Meter Data Collection System
The MSP must NOT alter the original stored meter data during retrieval
Each WESM Member shall use reasonable endeavors to ensure the Market Operator has access to metering data
The Market Operator may also directly retrieve meter data at its option
Data must show time and date at which it is recorded, and must be capable of transmission to metering database

4.7 Deregistration of Metering Services Providers
Settlement with Inaccurate Metering (4.7.1)
Market Operator shall develop a detailed process for retroactively correcting:
Meter tampering
Meter bypass
Meter failure
Data loss
Unethical conduct
Excessive inaccuracy
Sanctions for Inaccurate Metering (4.7.2)
Market Operator shall develop penalties and sanctions for MSPs and WESM Participants whose meter data is incorrect beyond reasonable limits for whatever reason.
Material Breach (4.7.3)
Market Operator sends written notice describing the breach
If breach continues for more than 7 business days →
Market Operator MAY deregister the MSP
Unethical Act (4.7.4)
Market Operator MAY deregister an MSP for unethical act or behavior
Effect of Deregistration (4.7.5)
ERC and all WESM Participants must be notified
Details of the deregistration must be published

4.8 Databases
Installation Database
(4.8.1)
MSP must create, maintain & administer an installation database for all its metering installations
accessible within 7 business days of written request
accessible within 30 days of written request
Must contain information specified in Appendix B2
Metering Database
(4.8.2)
Market Operator creates, maintains & administers the metering database
Includes metering data, energy data, substituted data & settlement calculations
16 months in accessible format
10 years in archive
Access & Confidentiality

Trading Participants (whose settlements are affected)
The MSP responsible for the metering installation

Market Operator & authorized agents

Metering data is CONFIDENTIAL.
Payment for access costs shall be borne by the WESM Member requesting the data.

4.9 – 4.11 Final Provisions
4.9 Data Validation & Substitution
Market Operator is responsible for validation and substitution of metering data
After MSP furnishes settlement-ready metering data
Shall develop data validation procedures in consultation with WESM Participants
Procedures developed in accordance with Appendix B1.2(d)
4.10 Processes & Review
Market Operator shall undertake periodic review of Chapter 4 provisions through public consultation, covering:
New technologies and their impact on metering standards
Contestability in provision and types of meters used
Whether Chapter 4 provisions eliminate use of alternative meter types
4.11 Transitory Provision
During the initial operation of the WESM, TRANSCO shall provide the services required of the Metering Services Provider. This shall

exclude other entities from doing the same, provided they meet the requirements of Chapter 4.
Chapter 4 ensures accurate, secure, and reliable metering as the foundation of fair and transparent electricity market settlements.
