The Goal & Mandate
<strong>Vision:</strong> Aligning with the Hon’ble CM’s vision of a Child Labour–Free UP by 2027.
<strong>Core Objective:</strong> Transition from 'Enforcement only' to 'Prevention + Convergence + Rehabilitation'.
<strong>Target Districts:</strong> Bahraich, Balrampur, Chandauli, Shravasti, and Siddharthanagar.
Implementation Architecture
A robust 3-tier structure connects state policy to village action.<br><br><strong>State Level:</strong> Project Steering Committee (Labour Dept + BAIF).<br><br><strong>District Level:</strong> Technical Personnel (TP) embedded in Labour Dept acting as the 'Glue'.<br><br><strong>Block/Panchayat Level:</strong> Child Welfare & Protection Committees (CWPCs).
Phase 1: The "Scan" (Months 1–4)
<strong>GIS Hotspot Mapping:</strong> Identifying high-risk brick kilns, looms, and markets.<br><br><strong>Vulnerability Map:</strong> A strategic output guiding resource allocation.<br><br><strong>Joint Orientation:</strong> Early workshops with LEOs, Police, and Education officers to break silos immediately.
Phase 2: Activating the "Frontline" (Months 5–12)
The focus shifts to capacity building and field action.<br><br>• <strong>Training:</strong> CWPCs and School Management Committees (SMCs).<br>• <strong>The Panchayat Diary:</strong> Establishing a mandatory administrative record.<br>• <strong>Transect Walks:</strong> Community walks during school hours to identify out-of-school children.
Phase 3: The Convergence Engine
Creating a 'Safety Net' through inter-departmental collaboration:
<strong>Education:</strong> Immediate enrollment for Out-of-School Children via the 'Sharda' program.
<strong>Livelihood:</strong> Priority MGNREGA job cards for parents of at-risk children.
<strong>Health:</strong> Ayushman card camps organized specifically in identified hotspots.

<strong>'Red-Flag' Early Warning System:</strong> Training Anganwadi (AWWs) and ASHAs to track siblings of child labourers (70% higher risk factor).
<strong>Child-to-Child Monitoring (Bal Manch):</strong> Children act as the best sensors for peer absence in schools.
<strong>Incentivizing 'Model Panchayats':</strong> 'Child-Friendly Panchayat Awards' to spur positive competition among Pradhans.

<strong>Focus on Migratory Cycles:</strong> Schedule 'Intensive Vigilance Weeks' during harvest/migration seasons in Shravasti and Siddharthanagar.
<strong>Documentation is Power:</strong> Technical Personnel to produce high-quality case studies and success stories with photos for CM review.
